FIT-AU-06 — Local retry counter
The wallet instance SHALL implement a local retry counter when remote verification is unavailable. SHALL detect brute forcing and reset attempts, deactivating the wallet upon detection. SHALL limit attestation presentation when remote validation is unavailable.
