WSCA-FPT-01 — FPT_TST.1 — TSF self-test (binary integrity)

The WSCA-BE shall verify integrity of its own executable and critical configuration at startup using a cryptographic mechanism with a key managed in a certified cryptographic module. Fail-closed on integrity violation. Implementation uses Ed25519 signatures (FIPS 186-5) with HSM-resident signing key; only the 32-byte public key is needed at runtime.
